Complete Streets are roadways designed for all travelers, allowing for safe and quality access to highways, transit, bicycle, and pedestrian facilities. In other words, Complete Streets helps ensure equitable access for all travelers, and all modes of transportation.  As part of its planning efforts, DCHC MPO reviews and provides feedback on Complete Streets Review Assessment (CSRA) forms provided by NCDOT, which details recommended Complete Streets facilities for local projects.

In August 2011, the DCHC MPO Policy Board adopted a resolution to support the North Carolina Department of Transportation’s efforts to develop and implement Complete Streets planning and design guidelines. 

 

NCDOT Complete Streets Policy

In August of 2019, the NCDOT Board of Transportation passed a Complete Streets Policy and Implementation Guide to enable the inclusion of Complete Street elements such as sidewalks and bicycle facilities in roadway projects.
