In October 2023 the DCHC MPO Board adopted the first amendment to the DCHC MPO Federal Funding Policy, which guides the distribution of federal funds that flow through the MPO, such as Block Grant Direct Attributable (BG-DA), Transportation Alternatives Program (TAP), Congestion Mitigation and Air Quality Improvement (CMAQ), and Carbon Reduction Program (CRP).

DCHC MPO Federal Funding Policy 

The DCHC MPO Federal Funding Policy states that recipients of federal funding will periodically provide a brief report on the status of their locally administered projects (LAP) to the MPO Board.  The following tables and presentation provide a brief update on the LAP projects from each recipient agency.

In partnership with NCDOT staff, in 2023 the DCHC MPO facilitated a Locally Administered Project training workshop for DCHC MPO member jurisdictions and agencies. The purpose of the training was to provide MPO members with guidance and information regarding project implementation processes and requirements.

FY25 Call for Projects Applications

The FY25 Call for Projects serves a dual purpose, calling for study requests for the Unified Planning Work Program (UPWP) as well as competitive project requests for Regional Flexible Funding (RFF). The RFF program was adopted in November 2021 as part of an update to the MPO’s Federal Funding Policy. This program was intended to provide a more definitive, data-driven method for evaluating projects and making funding recommendations. The RFF program is competitive and is scored based on several factors that the MPO has prioritized. There are also restrictions, such as how many active projects a jurisdiction can have, to ensure all agencies have a chance to receive funding. The DCHC MPO requested public comment on its funding selection for the FY25 Call for Projects. The public comment period was open through Thursday, April 18, 2024. Below are the comments received in addition to the presentation and memorandum that was presented to the Board. Included in the memorandum are the projects that are being recommended for funding and their scores in the RFF program.
