Passed in 2013, the Strategic Transportation Investments law (STI) establishes a framework and process for the North Carolina Department of Transportation (NCDOT) to efficiently and effectively enhance the state’s infrastructure, while supporting economic growth, job creation, and a higher quality of life. This process encourages thinking from a statewide and regional perspective while also providing flexibility to address local needs. STI also establishes the Strategic Mobility Formula to allocate available revenues based on data-driven scoring and local input.

The Strategic Mobility Formula is a transparent, systematic, and data-driven process for prioritizing the major transportation in the state and making investment decisions. Projects are evaluated based on an analysis of existing and future conditions, the benefits the project is expected to provide, and how the project fits in with local priorities. Each of the six modes of transportation (highway, ferry, rail, public transportation, bicycle & pedestrian, and aviation) use a data-driven approach for ranking projects. The outcome of the Strategic Prioritization of Transportation (SPOT) process serves as input to the Draft State Transportation Improvement Program (STIP). The STIP is then combined with locally-designated projects and input from the DCHC MPO Board to create the Transportation Improvement Program (TIP) for the MPO.

Amendments to the TIP occur for a variety of reasons, such as needing administrative updates, adding or deleting projects in the TIP, or when a project exceeds the expected cost by a predetermined threshold.

Project Priority Lists

Prioritization 5.0 is the primary vehicle for identifying projects for the Fiscal Years 2020-2029 TIP. Prioritization evaluates the relative needs for all modes within DCHC: Highway, Public Transit, Bicycle and Pedestrian, and Rail. The process covers newly submitted project needs as well as projects that had been submitted under Prioritization 4.0, but which were unfunded or funded in FY 2023 or later.

In the fall 2017, the DCHC MPO submitted 24 new Highway projects, 23 new Bicycle and Pedestrian Projects, 21 new Public Transit projects, and 11 new Rail projects for evaluation for SPOT 5.0. Lists of projects submitted by mode is in the attachments below. Additional projects shown in the attachments are those that were scored in previous cycles but must be rescored again because they did not previously score well enough to receive committed funding. In addition to the projects that the DCHC MPO submitted, NCDOT Divisions 5, 7, and 8, as well as Capital Area MPO (CAMPO) and Triangle Area RPO (TARPO), also submitted projects in the DCHC MPO area.

Project Ranking Methodology

The Methodology for Identifying and Ranking New TIP Project Requests is the process the DCHC MPO uses to identify, prioritize, and allocate Local Input Points to projects for consideration for funding for the fiscal years 2020-2029 Transportation Improvement Program (TIP). The Methodology was adopted by the DCHC MPO on March 14, 2018. The Methodology can be viewed here.

On June 13, 2018, the DCHC MPO Board approved Local Input Points for Regional Impact projects. That Final Allocation of Local Input Points for Regional Impact Projects can be viewed here.

The DCHC MPO is now applying its Methodology and seeking public input on Local Input Points for Division Needs projects. Division Needs projects are generally secondary roads, but also include all bicycle and pedestrian projects, and many local transit projects such as bus purchases. The Initial Local Input Points Allocation for Division Needs projects is available for public comment, and can be viewed at the link below. The public comment period will be open from August 22 – September 12, 2018. A public hearing on the Local Input Points allocation for Division Needs projects will be held during the DHC MPO Board meeting on September 12, 2018.

Initial Allocation of Local Input Points for Division Needs Projects

Draft TIP

The FY2020-2029 State Transportation Improvement Program (STIP) was adopted by the North Carolina Board of Transportation in September 2019. Subsequent to that adoption, the DCHC MPO must adopt its FY2020-2029 Transportation Improvement Program (TIP). The first four years of the TIP must match the first four years of the STIP.

DCHC MPO staff has developed a draft FY2020-2029 TIP. The DCHC MPO Board authorized release of the draft TIP for public comment on November 13, 2019. The draft TIP was released for a 21-day public comment period on November 20, 2019.

The DCHC MPO board will hold a public hearing on the draft TIP at its December 11, 2019 meeting. All are welcome to attend and make comment. The meeting starts at 9:00 in the Committee Room on the second floor of Durham City Hall, 101 City Hall Plaza, Durham, NC 27701. Translation services will be provided with 48 hours notice.

The draft TIP can be accessed through the links below. In addition, hard copies of the draft TIP will be available at the Durham Transportation Department, located on the fourth floor of Durham City Hall as well as the East, North, and South branches of the Durham County Libraries, the Orange County Library in Hillsborough, and the Chapel Hill Public Library.

Adopted TIP

The FY2020-2029 State Transportation Improvement Program (STIP) was adopted by the North Carolina Board of Transportation on September 6, 2019. Subsequently, the DCHC MPO began the adoption process for its Transportation Improvement Program (TIP). The DCHC MPO Board released the TIP for public comment on November 13, 2019 and held a public hearing on December 11, 2019. Comment from the public was provided directly to the MPO Board. Upon receiving the public comment, the DCHC MPO Board adopted the FY2020-2029 TIP on December 11, 2019.
