The Staff Working Groups support the implementation of the County Transit Plans for Durham County and Orange County. The groups, known by their shared acronym SWG, are composed of technical staff and stakeholders of the counties and the Triangle region. Each county has different priorities, reflected in their Transit Plan Goals. Durham and Orange share many transit services, and many residents of one county work in the other. The SWG works on current transit needs, addressing rising costs, new service areas, and improving the access to bus stops, park and rides, and other emerging needs as the counties grow.

The groups review the annual work plan and budget, consider mid-range project programming and financial model updates, and develop project-level agreements. The Staff Working Group (SWG) exists for each county, therefore there is an Orange SWG and a Durham SWG. The four voting members of the Durham SWG are the County, the MPO, GoTriangle, and the City of Durham. The three voting members of the Orange SWG are the County, the MPO, and GoTriangle. Each county administers their own SWG and the meetings are public.

This process budgets funding for the next fiscal year, which runs July 1 through June 30, in accordance with the multi-year County Transit Plans.
