DCHC MPO Safe Streets for All/Vision Zero Action Plan

The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) is developing a Safe Streets for All Action Plan to improve transit, pedestrian/bicyclist and highway safety in DCHC MPO planning area. The plan will depict a snapshot of the crash types, severities, and locations, identify safety and security deficiencies in the area, and will guide development of new strategies and campaigns for improving the overall safety of transportation in the region. The plan development is now underway.

Durham-Chapel Hill-Carrboro MPO Transportation Safety Summit

Join us for the 2024 Transportation Safety Summit, where regional stakeholders, including local, state, and federal agencies, will come together to review and guide the development of our comprehensive safety plan. This summit is an essential platform for collaboration and discussion to enhance the safety of our transportation systems.

This event is by invitation only, however there will be additional community events scheduled throughout October and November to share your ideas and feedback for improving the safety of our streets. Please check back for more details soon!

Safe Streets for All (SS4A) & Vision Zero

Safe Streets for All (SS4A) is a federal grant program through the US Department of Transportation that funds regional, local, and tribal initiatives to prevent roadway deaths and serious injuries. Read more here.

The SS4A program is aligned with Vision Zero, which is a collaborative partnership (including NC Department of Transportation) that works to eliminate fatal and serious injuries caused by crashes on all roadways. Read more about NC Vision Zero here.

Within the DCHC MPO area the Town of Carrboro, the Town of Chapel Hill, and the City of Durham are each working toward Vision Zero.

 

Scope Development and Consultant Selection 

A Safe Streets for All Stakeholder Forum to share and receive comments on a draft scope of work for the Safe Streets for All Action Plan was held on July 26, 2023 (view the recording here). Thank you to everyone who attended and provided comments on the draft scope. These comments were compiled into the Comment Matrix, along with a description of how these comments were incorporated or addressed in the draft Scope for the DCHC MPO Safe Streets for All Action Plan. A copy of the comment matrix as well as a copy of the tracked changes for the draft scope are included below for reference.

The Scope was released for proposals in January 2024. A review committee made up of diverse stakeholders from the DCHC MPO Area met to review the proposals and select a team to provide these services on behalf of the MPO in February 2024. The review committee selected Toole Design to assist the MPO with developing the regional SS4A/Vision Zero Action Plan.

Safety Performance Measures and Targets

The following documents present the DCHC MPO’s safety performance measures and targets, which are required by federal regulations.  The MPO Board adopted the targets at their January 23, 2024 meeting, and the measures and targets will become part of the 2055 Metropolitan Transportation Plan (MTP).
