Transportation Improvement Program for 2016-2025

In December 2014, the North Carolina Department of Transportation (NCDOT) released the draft fiscal year (FY) 2016-2025 State Transportation Improvement Program (STIP). The NCDOT provided each MPO a draft supplement of the STIP that contained projects in their respective MPO area. The DCHC MPO received its draft supplement and began the development of the MPO’s FY2016-2025 Metropolitan Transportation Improvement Program (MTIP). The DCHC MPO’s MTIP is a subset of the State of North Carolina’s STIP which denotes the scheduling and funding of construction projects located across the state over a minimum four-year time period as required by State and Federal laws. Both the MTIP and the STIP cover a 10-year period, with the first five years (2016-2020 in this version) referred to as the delivery program and the latter five years (2021-2025 in this version) as the developmental program. The FY2016-2025 MTIP and STIP are the first to be developed under the new Strategic Transportation Investments (STI) law passed in June 2013.

Both the MTIP and the STIP are updated every two years and developed in concert with federal and state revenue forecasts, North Carolina Department of Transportation’s (NCDOT’s) Strategic Prioritization process, preconstruction and project development timetables, and in adherence with federal and state laws. On June 4, 2015, the NCDOT Board of Transportation approved the FY2016-2025 STIP. The FY2016-2025 STIP will be in effect starting October 1, 2015. The DCHC MPO LPA staff prepared the MPO’s draft FY2016-2025 MTIP in the spring 2015. The MPO Technical Committee and MPO Board reviewed the draft FY2016-2025 MTIP and on June 10, 2015, the MPO Board released the draft MTIP for public review and comment. Public comments were received between June 10, 2015 and July 31, 2015. On August 12, 2015, the MPO Board held a public hearing for the draft FY2016-2025 MTIP. On August 26, 2015, the MPO Technical Committee reviewed all public comments received and recommended that the MPO Board adopt the FY2016-2025 MTIP.

On September 9, 2015, the MPO Board unanimously voted to adopt the FY2016-2025 MTIP. The adopted FY2016-2025 MTIP is available below.

Amendments

Amendments to the MTIP are necessary to add a new project or phase, modify a currently programmed project (limits of project or significant monetary change), or delete a programmed project. Amendments to projects in the MTIP are can be initiated by the DCHC MPO or by the NCDOT. The DCHC MPO and NCDOT communicate and coordinate during the development of amendments to ensure the amendment process mores forward efficiently and does not cause project delays. The DCHC MPO adopted Public Involvement Policy (PIP) fully details the process and requirements for amending or modifying the MTIP.

Amendments to the FY2016-2025 TIP Released for Public Review and Comment

In February 2016, the DCHC MPO Board approved the release of two amendments to the FY2016-2025 Transportation Improvement Program (TIP) for public review and comment. The public review and comment period for amendment #1 will extend from February 22, 2016 through March 18, 2016. The public review and comment period for amendment #2 will extend from February 22, 2016 through April 15, 2016.

TIP Amendment #1
The MPO Board will conduct a public hearing on at 9:00AM on Wednesday, March 9, 2016 to solicit public input on amendment #1. The public hearing will be held in the Committee Room, located on the 2nd floor of City Hall, 101 City Hall Plaza, Durham, NC 27701. Persons with disabilities will be accommodated -- provisions must be requested at least 48 hours in advance of the meeting.

TIP Amendment #2
The MPO Board will conduct a public hearing on at 9:00AM on Wednesday, April 13, 2016 to solicit public input on amendment #2. The public hearing will be held in the Committee Room, located on the 2nd floor of City Hall, 101 City Hall Plaza, Durham, NC 27701. Persons with disabilities will be accommodated -- provisions must be requested at least 48 hours in advance of the meeting.

Forms to Request Amendments to the FY2016-2025

The DCHC MPO recently implemented a new system for requesting amendments or modifications to the DCHC MPO’s TIP. The purpose of the new system is to better track amendment and modification requests from DCHC MPO member jurisdictions and agencies. Adobe PDF forms have been developed by MPO staff for DCHC MPO jurisdictions and agencies to use when requesting an amendment or modification. Two forms are available below. One form is to request a new project be added to the DCHC MPO TIP and one form is to request changes to an existing project.

Request a new project be added to the TIP: The form must be downloaded and saved locally before any information is entered. If the form is not saved to your computer, information entered into the form will not be saved.
