The DCHC MPO is responsible for administering several of the Federal Transit Administration’s (FTA) human services transportation grants. These grants focus on providing access to human service agencies and meeting the basic mobility needs of transportation disadvantaged populations. Human services transportation grants focus on targeted populations, namely individuals with disabilities, seniors, and people with low incomes. FTA’s 5310, Job Access Reverse Commute, and New Freedom Grants help address human services transportation needs in the DCHC MPO.

The FTA requires that the DCHC MPO develop a locally coordinated public transportation-human service transportation plan (CPT-HSTP) to assess transportation needs in the MPO region. See the 2024 Update to the Coordinated Public Transit-Human Services Transportation Plan below.

 

FTA’s 5310 Grant – Enhanced Mobility of Seniors and Individuals with Disabilities Program

The purpose of the Enhanced Mobility of Senior and Individuals with Disabilities Program (Section 5310) is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding transportation mobility options.

The FTA requires that each grant administered by DCHC have written policies and procedures called a Program Management Plan (PMP). The current PMP was updated in June 2022. Projects that receive 5310 funds must also be in the Coordinated Public Transit-Human Services Transportation Plan, which was updated June 2024 (see below for the link to the plan).

The DCHC MPO releases a solicitation for grant applications (Call for Projects) every two years for the 5310 grant.

The DCHC MPO FY 2024 Call for Section 5310 Program of Projects is now open (July 10 through August 23, 2024)! Applications are due via email to Colleen McGue at colleen.mcgue@dchcmpo.org by 2:00pm on August 23, 2024.

2024 Update of the Coordinated Public Transit-Human Services Transportation Plan

The DCHC MPO Board has approved an update of the Coordinated Public Transit-Human Services Transportation Plan on June 25, 2024. Public input for this plan was gathered through a series of workshops in March and April, 2024, and can be viewed below.

 

Americans with Disabilities Act (ADA)

The Americans with Disabilities Act (ADA) requires public agencies, with 50 or more employees, to develop an ADA Transition Plan for the removal of physical barriers to accessibility for people with disabilities in transportation systems and facilities. These plans must include an inventory of the barriers found, how they will be removed, when they will be removed, and who is responsible for ensuring compliance.

Job Access Reverse Commute (JARC) Grant

The Job Access Reverse Commute grant program was intended to fund the development and maintenance of transportation services designed to transport welfare recipients and eligible low-income individuals to and from jobs and activities related to their employment. The JARC program was repealed by FTA in 2012 and incorporated into FTA’s 5307 grant program. The DCHC MPO has JARC projects in-progress and will continue to administer the funds until all grant funds are exhausted.

All grant projects and recipients must meet the requirements in the JARC and New Freedom Program Management Plan.

 

New Freedom Grant

The New Freedom grant program was designed to improve public transportation services and alternatives to public transportation for individuals with disabilities. The grant supported projects that went beyond those required by the Americans with Disabilities Act of 1990 (ADA). The New Freedom grant program was repealed by FTA in 2012 and incorporated into FTA’s 5310 grant program. The DCHC MPO has New Freedom projects in-progress and will continue to administer the funds until all grant funds are exhausted.

All grant projects and recipients must meet the requirements in the JARC and New Freedom Program Management Plan.
