Federal regulations require the MPO to approve a Conformity Determination Report (CDR) when a new MTIP is adopted. The MPO anticipates the adoption of the FY2016-2025 MTIP in August or September 2015 and has prepared a CDR for the FY2016-2025 MTIP. On June 10, 2015, the DCHC MPO Board reviewed and released the CDR for public review and comment until July 31, 2015.

Additionally, the FY2016-2025 MTIP must be a subset of the 2040 Metropolitan Transportation Plan (MTP). In order to maintain this relationship, the 2040 MTP needs to be amended. There are a couple of FY2016-2025 MTIP projects that will be amended into the 2040 MTP and several 2040 MTP projects will be amended to have the air quality threshold year, cost, project length or other data adjusted to match the FY2016-2025 MTIP.

The CDR is the short form because the MPO is not required to complete a corresponding regional emission analysis for the adoption of the FY2016-2025 MTIP or the amendment to the 2040 MTIP.

• 2040 MTP Amendment #1 and Conformity Determination Report

The DCHC MPO approved three documents at the Transportation Advisory Board meeting on September 14, 2011. The documents include:

• FY 2012-2018 Metropolitan Transportation Improvement Program (MTIP)
• Amendment #2 to the 2035 Long Range Transportation Plan
• The Corresponding Air Quality Conformity Analysis and Determination Report (AQ Report)

The MPO published the draft FY 2012-2018 MTIP and 2035 LRTP Amendment #2 for a 30-day public comment period that was highlighted by a public hearing at the March 9, 2011 TAC meeting. The MPO released the AQ Report for a public comment period that began August 3, 2011 and officially ended September 7, 2011. The AQ Report is a technical analysis that certifies that the controlled pollutant emissions from the transportation sector will not exceed adopted thresholds if the projects in the MTIP and 2035 LRTP are implemented. The TAC conducted a public hearing on the AQ Report at their meeting on September 14, 2011, in the Committee Room, 2nd Floor of Durham City Hall, 101 City Hall Plaza, Durham, NC.

Amendments & Documents

The North Carolina Board of Transportation approved the Fiscal Year 2012-2018 State Transportation Improvement Program (FY12-18 STIP). The memorandum below provides the DCHC MPO’s FY12-18 MTIP by indicating how the FY12-18 MTIP differs from the FY12-18 STIP (i.e., which projects have been added, changed or deleted from the STIP to form the MTIP).
